SEG Recommendations 2024 on the protection of the European eel

Monday 7 October (Brussels, Belgium) – This week, the Sustainable Eel Group (SEG) released recommendations to strengthen European Union policy for the recovery of the European eel stock. Whilst the Eel Regulation 2007 has made significant impacts, not only in unblocking inland waterways, but in bringing social, commercial, and environmental interests into dialogue with each other to address the far-reaching needs of the species’ decline, this new guidance highlights that its implementation remains insufficient, and that recovery will take longer than necessary even with further action.

Willem Dekker, the leading scientist specialised in eel conservation and now the lead author of the ‘SEG Recommendations for the Protection of the Eel,’ emphasizes the need for targeted, region-specific management strategies to address the challenges facing the European eel. “To truly protect the European eel, we need region-specific, national, and river-specific management plans, rather than applying a one-size-fits-all international policy,” says Willem Dekker. “Only by addressing all human impacts, not just fisheries, can we create a comprehensive strategy that ensures the long-term survival of this species.”

SEG underscores the importance of the agreed, minimal protection for enabling recovery – maintaining, and even strengthening, existing measures to meet that goal. To enhance progress, the group also recommends improving governance through the creation of an international advisory committee to provide feedback on national Eel Management Plans. Andrew Kerr, conservationist and chairman of SEG’s board explains: “An international advisory committee would ensure better monitoring and adaptation of measures in response to changing conditions; and that good management reaps rewards.”

SEG further emphasises that recovery is a multi-decade effort requiring consistent, long-term commitment and patience, and calls on policymakers to fulfil the persist in their efforts to safeguard this iconic species for future generations.

SEG releases 2023 AGM report, highlighting key achievements and future goals for eel recovery

The Sustainable Eel Group (SEG) has today released its 2023 Annual Report, providing an overview of the organisation’s achievements over the past year and insights into ongoing efforts to restore the critically endangered European eel population. Published ahead of the Annual General Meeting scheduled for tomorrow, the report marks a significant milestone in SEG’s fifteen-year history, highlighting the progress made in policy, research, and community engagement at the European level.

Throughout 2023, SEG solidified its role as a leader in anguillid eel conservation, playing a pivotal role in shaping European policy. The adoption of the Ruissen Report by the European Parliament underscored SEG’s influence in promoting the responsible and ethical management of the glass eel stock. This achievement, alongside the publication of the 2024 European Union whitepaper on eel regulation, signals a stronger, coordinated effort to protect the European eel across the continent.

A central focus of the report is the ongoing battle against illegal eel trafficking, which, despite SEG’s best efforts, remains a significant threat to the species. In 2023, a record number of 256 arrests were made in connection with eel trafficking, marking a major success in curbing illegal activities. SEG’s rigorous standards have been instrumental in closing the grey area between legitimate and illegal trade, enabling authorities to target and dismantle trafficking networks more efficiently and effectively.

The report also throws light on SEG’s efforts to connect communities across Europe with the international eel conservation movement. The Somerset Eel Recovery Project (SERP) has emerged as a model for expanding reach at the local level, directly involving communities in the process of data collection using eDNA, in environmental education, and in lobbying efforts. Further, the expansion of the ‘Eels in the Classroom’ programme to fifty-nine schools has inspired a new generation of conservationists, helping to raise awareness about the eel’s status and the need for habitat restoration.

Another significant achievement outlined in the report is SEG’s contribution to habitat restoration efforts: as part of the EU’s ongoing Swimways Project, SEG continues to advocate for the restoration of rivers and wetlands, which are vital to the long-term recovery of migratory fish populations. The project aims to restore 25,000 kilometres of aquatic habitat by 2030, a goal that SEG is committed to achieving.

The 2023 Annual Report is now available to the public and will form the basis of the Chairman’s address at the upcoming Annual General Meeting, which will take place on 12 September via Zoom.

The book also highlights the innovative grassroots work SERP is involved with, showcasing citizen-science initiatives like eDNA monitoring, analogue straw rope ‘eel pass’ installations, and the ‘Eels in the Classroom’ program, which engaged local children in conservation efforts.

Scientific report highlights major success in fight against illegal trafficking of European eels

September 2024 (Brussels, Belgium) – A scientific report released last week suggests a major breakthrough in tackling illegal trafficking of European eels. It illustrates how a more holistic and inclusive conservation strategy – the legal framework for which is the EU’s Eel Regulation[1] – has saved an estimated 300 million baby eels annually. And it demonstrates that the Sustainable Eel Group (SEG), a leading Brussels-based NGO dedicated to the conservation and recovery of this critically endangered species, has arguably helped turn the narrative in favour of this strategy.

According to the independent evaluation conducted by the University of Hull International Fisheries Institute (HIFI), efforts which involve key players in science, industry, and conservation have resulted in an 80% reduction in the illegal trafficking of glass eels, which are particularly vulnerable to overexploitation despite their legal protection under CITES Appendix II. Europol previously estimated that up to 300 million glass eels, weighing around 100 tonnes, were trafficked illegally each year to East Asia. Now, thanks to coordinated enforcement actions and landmark policy developments, including the implementation of the SEG Standard — a voluntary standard promoting responsible eel trade — current estimates suggest that less than 50 million glass eels, or 15 to 25 tonnes, are trafficked annually. Studies indicate more than 50 million eel have been saved as a direct result of this policy.

Whilst ‘the key takeaway’ for Andrew Kerr, the chairman and founder of SEG, ‘is that [the group’s] substantial efforts to protect the European eel, or Anguilla anguilla, are paying off’ and SEG has succeeded in closing the grey zone between legitimate and illicit activity, he also acknowledges that the industry ‘must remain vigilant to prevent setbacks’. The trafficking issue is now shifting to the American eel, Anguilla rostrata, causing significant challenges for both species. Thus, he says conservations’ work ‘is far from over’, and that SEG and its partners remain ‘committed to continuing [its] efforts to ensure the recovery and sustainable management of anguillid eels, and calls on all partners to join in this crucial endeavour’.

Bert-Jan Ruissen, a Member of the European Parliament involved in policy development on the eel, has praised this more holistic approach, saying that ‘the work of the Sustainable Eel Group is putting the Eel Regulation at the core of European eel policy again’. ‘This special fish will benefit from fewer obstacles to its enormous migrations to inland waters[…] Improved transparency and traceability for caught glass eels is an important way of combating IUU practices and certification schemes, such as SEG, are an important tool to ensure the legality of catches. We expect this new approach to have more effect than further limiting eel fisheries, which was the approach so far. Fishers play an essential role in the management of the eel population’.

This follows the publication of the European Parliament’s report on the ‘Implementation of the Regulation establishing measures for the recovery of the stock of European eel,’ which called for a more consolidated and coordinated approach to eel management across Europe[2]. The guidance emphasises the Eel Regulation as the core policy for the species’ recovery and highlights the essential role that both commercial and recreational fishers play in conservation efforts.

By working closely with fishers, policymakers, and environmental groups, SEG ensures the Eel Regulation is effectively implemented, reducing the impact of trafficking, as well as wider ranging environmental factors contributing to the eel’s decline. Collaboration on measures like eel passes, restocking programmes, and fish-friendly soft engineering techniques is key to removing migration barriers and supporting the long-term sustainability of eel populations.

SEG calls on EU Member States to take forward actions for the conservation of the European eel in their Management Plans required under the EU Eel Regulation and due this autumn.

EU circulates guidance on the implementation of Eel Management Plans

Brussels, Belgium (26 July 2024) European Union proposals for the ‘Implementation of the Regulation establishing measures for the recovery of the stock of European eel’ were circulated to policymakers in local, national, and European government today as part of a push to better consolidate and coordinate eel management efforts across Europe.

The latest guidance calls upon the Commission and the Member States to make full use of the Eel Regulation as the core policy for the management and long-term recovery of Europeaneel stocks; reaffirming that an approach which balances commercial and environmental drivers and considers the interconnectedness of policy developments in all parts of the European eel’s range remains ‘fit for purpose’, whilst acknowledging that there have been considerable delays in the revision process which must be addressed.

It highlights the important role that eel fisheries play in society, noting that commercial and recreational fishers have not only gathered data critical to conservation-led scientific research but served as guardians of marine and freshwater habitats, counteracting the worst effects of water engineering, habitat loss, and the illegal trade with East Asia.

And whilst it stops short in saying that further restrictions on fisheries are out of the question, it suggests that if any changes to policy do need to be made, they should  be based on the best available scientific advice and prior socio-economic impact assessments as opposed to ad hoc political decisions taken by European or national governments; and that compensation and support for fishers should be provided in line with the relevant provisions of the EuropeanMaritime, Fisheries, and Aquaculture Fund.

One of the most fundamental policy developments to come out of the guidance concerns cross-border Eel Management Plans. This is a mechanism which has thus far been underutilised by the Member States, but it is now being actively encouraged to ensure more bespoke, localised solutions for trans-border National Parks or drainage systems with uniquegeographical, ecologic, and socio-economic characteristics.

The Sustainable Eel Group welcomes the guidance as an important next step towards the eel’s recovery, and would like to indicate its willingness to support national governments and local stakeholders in developing effective strategies for the future of the fishery.

EU Commission report: “Address the Environmental Issues for eel recovery”

The latest European Commission report to the Council and European Parliament makes a strong call for further attention on environmental actions for the eel.

Published on 21 October 2014 it indicates that some EU members states have been slow to implement conservation measures in their Eel Management Plans, and says “More attention should be given to management measures related to non-fishing anthropogenic mortality factors”, including hydropower and pumping stations, habitat loss or degradation, pollution, diseases and parasites – “the majority of which have only been partially implemented by member states.”

The report goes on to explain the difficulties of measuring eel population and concludes that there is an urgent need ‘for solid estimates’ and a new estimation of stock indicators.

Andrew Kerr, SEG Chairman said “Following the huge increases of glass eel recruitment to the Bay of Biscay and the River Severn in 2013 and 2014, SEG believes nature has been unable to make best use of this abundance because so many natural eel migration pathways remain blocked. The translocation of 90 million plus eel in 2014 as a restocking conservation measure, whilst being highly commendable, cannot be regarded as a lasting or sustainable solution.

Overall, SEG welcomes the fact that the debate is no longer centred on fishery restrictions (we strongly believe that the best solutions for the eel’s recovery require a vibrant sustainable fishery across Europe) and that further research will be conducted to give a more accurate picture of eel populations.”
